Billy Nelson, LNHA, MHA
Chief Executive Officer
Billy Nelson, Chief Executive Officer, has been with Fairview five years, serving as Healthcare Administrator (2019), Executive Director (2020 – 2023) and Chief Executive Officer (2023 – present). He has 21 years of experience in senior living leadership in Connecticut. Billy holds a bachelor’s degree in psychology from Central Connecticut State University and a master’s degree in healthcare administration from Bellevue University. He is responsible for developing, overseeing, and approving the successful implementation of Fairview’s strategic plan, financial strategy, operations, and governance. He has worked collaboratively with his executive leadership team, Board of Directors, and senior living industry experts to develop the visionary plan for Vista Point at Fairview. He is a member of Leading Age Connecticut’s Legislative Committee and the Eastern Connecticut Healthcare Workforce. Billy lives in Essex CT with his wife and two dogs. He enjoys golf, exercise, New Haven pizza, and all things New England including sports, food and travel.
Lana Smolitsky
Chief Financial Officer
Lana Smolitsky, Chief Financial Officer, joined the Fairview leadership team February 2025. Lana has over 25 years of financial experience in the CCRC/Life Plan industry. For the previous 19 years, Lana was the finance director at Pomperaug Woods, a nonprofit CCRC located in Southbury, CT. During this time, Lana from the organization’s management relationship with Life Care Services, LCS, one of the largest providers of senior living communities in the nation. In this role, Lana was responsible for all financial transactions including accounting, cash, and capital management, budgeting, forecasting and strategic planning. Her extensive experience and expertise will be a tremendous asset to Fairview during this important time of organizational growth involving the Vista Point development. Lana received a Bachelor of Science degree in Economics and Accounting from Belarus University. She enjoys travel and experiencing different cultures and cuisines. She loves to spend time with family and enjoys classical music and professional ice hockey. Fairview is excited to have this talented individual on our team at such a pivotal in the organization’s long history
Rob Wooley
Executive Director
Robert Wooley, Executive Director, joined the leadership team in 2025. With nearly a decade of senior care experience, Wooley oversees Fairview’s healthcare operations for our growing life plan community and assists with the development of the assisted living and home care model, a critical component of Fairview’s Phase 3 Vista Point expansion project.
Wooley is a licensed nursing home administrator and holds a degree in healthcare management from UConn. After graduating, he became one of the youngest administrators of a skilled nursing facility in Connecticut. He quickly advanced to regional operator and ultimately served as a Chief Operating Officer, overseeing 20 skilled nursing facilities throughout Connecticut and Rhode Island.
Wooley was also a co-founder of a Connecticut home health agency, a recipient of Hartford Business Journal’s 40 Under 40, and nationally recognized as a Future Leader of Long-term Care by the American Health Care Association.
Wooley lives locally with his wife, daughter, and two dogs. In his spare time, he enjoys spending time with his family, golfing, fishing, boating, and watching UConn basketball.
Elizabeth Weeks
Director of Sales and Marketing
Elizabeth Weeks, Director of Sales and Marketing, Ms. Weeks has been with Fairview for 17 years serving in multiple capacities throughout her tenure. During her initial 14 years she functioned in varying capacities such as the Director of Admissions to the healthcare center, driving revenue via census management. Her marketing skills helped Fairview develop and maintain a stellar reputation as a 5-star rated organization for 12 consecutive years. She advanced to Director of Operations within the health center overseeing multiple departments. The past 2.5 years, she has been responsible for transforming Independent Living on Fairview’s campus. She has been the driving force behind positive organizational change in collaboration with the CEO and CFO. She has enhanced the independent living experience for residents of Thames Edge and Fellowship Manor. In her position, Liz provides essential support to the Independent Living operational, sales and marketing team while ensuring that Fairview maintains a positive image within our local community. Her commitment to enhancing the resident experience and fostering strong relationships within the IL community has been a key factor in the success and reputation of the organization. Ms. Weeks is born and raised in southeastern CT, allowing her to maintain professional and personal relationships that support Fairview. She enjoys time with her family, especially during the summer months. Days spent boating the waters of Long Island sound bring peace and joy to Liz.
Gail Douglas
HR Director
Gail Douglas, HR Director, has been part of the Fairview family for over two years, bringing more than 25 years of HR experience across multiple industries—and 17 of those years dedicated to health care. She’s passionate about creating a positive workplace culture and making sure employees feel supported and valued.
Gail’s expertise spans benefits administration, employee relations, talent acquisition, compliance, and HR technology. She’s led major change initiatives, developed training programs, and ensured organizations stay compliant with key regulations like FLSA, EEOC, ADA, FMLA, COBRA, and HIPAA. Known for her strategic thinking and hands-on approach, Gail focuses on streamlining processes and building strong, collaborative teams.
Gail loves spending time at the beach, enjoying family time, and caring for her animals. Growing up in Stonington, she’s always appreciated the beauty of the shoreline and the sense of community it brings.
Kelly Gigliotti
Director of Nursing Services
Kelly Gigliotti RN, Director of Nursing Services, has 12 years of experience in long-term care, known for her compassionate approach and unwavering commitment to enhancing quality of life for every resident she serves. Proud of her career in a standalone, nonprofit organization within the very community where she grew up, Kelly brings both professional expertise and deep personal connection to her work.
Throughout her career, she has focused on delivering patient-centered care, fostering dignity, comfort, and meaningful daily experiences for older adults. Her passion for improving quality of life guides her practice, driving her to advocate for residents, support families, and strengthen the caregiving teams she works alongside.
Outside of nursing, Kelly is a proud wife and mom of two children, with whom she shares her busy, joy-filled household. Grounded in family, community, and purpose, she continues to bring empathy, skill, and heart to the people she cares for every day.
Laura Montafia
Director of Independent Living
Laura Montafia, Director of Independent Living, brings energy, compassion, and a strong resident-first mindset to everything she does. She joined the Fairview leadership team in 2025 and oversees daily operations, resident services, and community life, with a focus on helping residents maintain independence while feeling supported, engaged, and connected.
With a strong background in healthcare management, Laura brings extensive experience in operations, staffing, and resident-centered initiatives. She is known for her approachable, collaborative leadership style and for fostering meaningful, trusting relationships with both residents and team members. Laura is passionate about creating opportunities that enrich residents’ daily lives and strengthen the sense of community in Independent Living.
Outside of work, she enjoys spending time with her husband and young son, reading, and savoring simple moments with family. Having grown up in southeastern Connecticut, she values close-knit communities and brings that same sense of connection and care to her work each day.
Jay Gigliotti
Director of Project Management
Jay Gigliotti, Director of Project Management, has served as Fairview’s Director of Project Management since 2023, where he leads the organization’s project execution, while overseeing buildings and grounds to ensure they look and operate at the highest standards. In this role, Jay manages the laundry, housekeeping, and maintenance departments, drives operations, coordinates projects, and maintains a safe and welcoming environment.
Before joining Fairview, Jay spent two decades in municipal government, working to improve public infrastructure, provide project oversight, and coordinated planning efforts. He later transitioned to the private sector, building and maintaining cell towers and infrastructure for major telecommunications clients, including AT&T, Verizon, and T-Mobile. His background in both the public and private sectors equips him with a unique perspective and approach to facilities management, project leadership, and organizational improvement.
When not working, Jay enjoys spending time at home with his wife, two kids, and two dogs.
